To provide context to story, President John Ebersole shared the following:

“With all of the attention that is being given to the idea of rating America’s various colleges and universities, we thought that it might useful to create a sample and apply it to the Administration and its Department of Education. Using the criteria explained in this article, we employed data that is readily available from both the government and third party sources. In our analysis, we believe we have measured the President (or, his Administration) fairly, against objectives which he set. The result, as you will read, is decidedly mixed.”
