Dr. Robert E. Waters has been named dean of the School of Public Service at Excelsior College. In September 2013, the School of Public Service was launched to develop future leaders in criminal justice, government, not-for-profit management, public administration, and the military career fields.

Familiar with Excelsior College, he worked as a consultant with college leadership in the formulation of this, the college’s fifth and newest school. Dr. Waters will now serve as chief academic and administrative officer for the School of Public Service, representing it college-wide and to external constituents. He will also be responsible for the recruitment and retention of a qualified and diverse faculty, as well as, student advisement and activities that support student satisfaction, and success.

From 2012 to 2013, Dr. Waters served as vice president for academic affairs and chief academic officer at the Institute for Shipboard Education (Semester at Sea) where he recruited faculty members, managed core curriculum, and assisted in the development of new programs. From 2001 to 2012, Dr. Waters held the position of associate vice president for academic affairs and assistant to the president at the University of Maryland, College Park. He also assisted the provost and vice president for academic affairs in implementing a strategic vision for the college. Throughout his career, Dr. Waters held teaching and advising positions within higher education.
Dr. Waters earned his Bachelor of Arts in Economics and American Studies from Eckerd College in Florida. He later graduated from Harvard University with a Master in Public Policy degree. In 1998, Waters received a Ph.D. in Administration and Policy Analysis from Stanford University. He served as a Fulbright Scholar at Chiang Mai University in Thailand in 2010-2011.
Dr. Waters will be working at Excelsior College’s campus in Albany, NY and in its Washington DC Center.
